Yes. On final payment the source code, the repository and every account we set up are transferred to you. We do not retain licensing rights over work built for you, and there is nothing proprietary that forces you to stay with us.
They usually do. Small adjustments inside the agreed scope are absorbed. Anything that materially changes the build gets quoted separately before work starts, so the original price stays intact and you decide whether the change is worth it.
